Robert Hartley began his career as a journalist working for the Twin Falls Times-News in Idaho. Among his positions in the newspaper field, he served as an editor for the Herald-Review in Decatur, Illinois, (1967-1968), an editor for Lindsay-Schaub Newspapers, Incorporated (1968-1981), and as publisher of the Journal-American in Bellevue, Washington (1981-1986).

Hartley is the author of several books and papers on people and events in Illinois history including political figures including United States Senators Charles Percy and Paul Simon as well as Illinois Governor James Thompson. Hartley has written several papers for the Illinois History Symposium and the Conference on Illinois History.
